What is changing in WhatsApp Business API pricing from October 2026?
From October 1, 2026, Meta is introducing several WhatsApp Business API pricing changes, mainly affecting Service and Utility messages, as well as Marketing rates in selected markets.
The main changes are:
Service messages will become chargeable. Messages sent by a business within the 24-hour customer service window will no longer be exempt from Meta messaging charges and will be charged per delivered message. The rate will be equivalent to the applicable Utility and Authentication rate in each market.
Utility messages within the 24-hour window will also become chargeable. Until now, these messages could be delivered without Meta messaging charges when sent within an open customer service window. From October, they will be charged per delivered message.
Marketing rates will change in selected markets. Meta will update Marketing message rates in certain countries and regions. As with other message categories, the applicable cost depends on the recipient’s market.

When are WhatsApp Business API messages free?
Although WhatsApp Business API uses a per-message pricing model, there are certain situations where Meta does not charge for message delivery.
First 1,000 Service messages per month
From October 1, 2026, Meta will provide 1,000 free Service messages per month for each business phone number.
Once this allowance has been used, Service messages will be charged per delivered message according to the applicable rate for the recipient’s market.
72-hour free entry point window
When a user starts a conversation through certain Meta entry points, such as a Click-to-WhatsApp Ad, a 72-hour free entry point window can be opened when Meta’s applicable conditions are met.
During this window, Meta does not apply messaging charges to eligible messages, including eligible template messages sent by the business.
Messages sent by users
Messages that users send to a business through WhatsApp do not incur Meta messaging charges for the business. Meta charges apply to messages sent by the business according to the relevant message category and pricing conditions.
Important: When we refer to messages as “free,” we mean specifically that Meta does not apply messaging charges. Your WhatsApp Business API provider may apply its own fees or other service-related costs.
