Finland introduces new SMS Sender ID Code of Conduct, aligned with Traficom Reg 28

As part of the planned rollout of new Sender ID regulations, the Finnish industry association (serving Finnish telecommunications operators and service providers) has published a new Code of Conduct. This Code of Conduct is written in collaboration with Traficom and aligns with Regulation 28. The Code of Conduct defines how SMS senders must be identified (“Knowing the Sender”) and how Sender IDs are authorized for SMS traffic sent to Finland.

The Code of Conduct applies exclusively to SMS messages delivered to Finnish mobile networks, regardless of where the sender is located. Enforcement of Traficom Regulation 28 begins from 4 May 2026.

This update builds on Traficom’s earlier announcement regarding the new Sender ID regulation in Finland. Read the previous update here.

It covers:

  • Alphanumeric Sender IDs

  • Finnish phone numbers (long numbers)

Sender IDs must be clearly linked to the sender’s name, trademark, domain, or lawful business activity, or be registered in the Finnish Sender ID Registry. Sender IDs that are misleading or non compliant may be rejected, and SMS traffic to Finland may be restricted.

Traficom’s Regulation 28 and the new Sender ID Code of Conduct introduce clearer requirements for identifying SMS senders in Finland. For businesses sending SMS traffic to Finnish networks, it is important to ensure Sender IDs are properly linked to a verified brand or registered where required.
