Send SMS to Finland after May 2026

LINK customers with active traffic to Finland within the past 12 months have already been notified. We are currently collecting the required information to comply with the new Sender ID regulation for Finnish SMS traffic.

Finland is implementing new requirements for SMS sender identification under Traficom Regulation 28. The framework introduces Sender ID authorisation (Luvitus) and Sender ID protection (Suojaus) to reduce sender spoofing and strengthen trust in SMS traffic delivered to Finnish mobile networks.

The requirements apply to all SMS traffic delivered to Finland, regardless of the sender’s location. Enforcement begins 4 May 2026.

Finnish telecom ecosystem preparing the rollout

Implementation is coordinated across the Finnish telecommunications ecosystem, including mobile network operators, Traficom, and Digital Forum Finland.

Digital Forum Finland is establishing a national registry to manage authorised and protected Sender IDs, short codes, long numbers, and RCS agents used for messaging in Finland.

Mobile operators have finalised the operational procedures and technical requirements needed to activate Sender ID protection and authorisation.

LINK Mobility is participating in the industry rollout and coordinating with operators to support customers sending SMS traffic to Finland.

Two mechanisms for SMS Sender ID compliance

The framework introduces two mechanisms for managing Sender IDs.

Sender ID protection (Suojaus)

Sender ID protection reserves a specific alphanumeric Sender ID for a verified organisation, preventing other senders from using the same identifier.

This is a voluntary service.

Protection is only available to companies registered in the Finnish Trade Register, as the protected Sender ID must correspond to the organisation’s registered company name. The protection process is administered by Traficom.

Sender ID authorisation (Luvitus)

Sender ID authorisation confirms that a Sender ID used for messaging is legitimately associated with the sender’s brand, service, or system.

Authorisation is mandatory for sending SMS traffic to Finnish mobile networks.

Authorisation decisions are made by mobile operators according to shared rules defined in the Code of Conduct published by Digital Forum Finland.

Companies sending SMS traffic to Finland must therefore ensure that their Sender IDs are authorised, even if the Sender ID is not protected.

Sender IDs covered by the framework

The requirements apply to several types of sender identifiers.

  1. Alphanumeric Sender IDs

    Commonly used for A2P messaging. Sender IDs must be clearly associated with the sender’s brand, trademark, domain, or lawful business activity. Unverified Sender IDs may be rejected or restricted.

  2. Finnish phone numbers (long numbers)
    Businesses may continue using Finnish mobile numbers for two-way messaging, but these must be opened and authorised for messaging traffic.

  3. Short codes
    Short codes must also be authorised before being used for SMS traffic to Finland.

    Further operator guidelines are expected.

Impact and next steps for customers

These changes affect all businesses sending SMS traffic in or to Finland.

Deadline for submission: 7 April 2026

To avoid potential disruption to SMS delivery to Finnish mobile networks after May 2026, we recommend submitting the required information before the deadline.
